LEADERSHIP
Charles Holmes, CPA, CITP, CFF
Charles is the managing partner of Holmes and founded the firm in 2008. Prior to founding the firm, Charles spent his early years as an audit supervisor at PwC and was a partner in a regional CPA firm. He has more than 30 years’ experience in audit and business advisory services, involving compliance audits, cost recovery audits, and audits of internal control environments. In his spare time, Charles in involved with several charitable organizations as a Board member.
Steve Kovacs, CPA
Steve is a partner at Holmes and is responsible for overseeing the tax practice. He has over 10 years of public accounting experience, and works closely with both individual tax clients and small businesses. Steve’s specialties include business consulting and preparation of individual and business tax returns.
Danielle Holmes
Danielle is a partner at Holmes and works closely with the Federal Transit Administration, specifically under the Financial Management Oversight Program. She conducts assessments of financial management systems and ensures compliance with laws and regulations. She also works on SOC 1 and 2 audits with increasing expertise in auditing internal control procedures and processes. Danielle also prepares tax returns for individuals and businesses.
Stephanie Russell, Director, CPA, CISA
As a Director at Holmes, Stephanie leads our SOC 1, SOC 2, and internal control support practices. She brings nearly 12 years of audit experience to the team. Stephanie joined Holmes following almost a decade-long career at KPMG, where she served as a Director in the Technology Assurance practice. Today, she leverages her Big Four background to guide clients through high-quality audit examinations with precision and strategic insight.

Donna McCoy, CPA
Donna is a senior manager at Holmes who provides her clients with financial advisory services and performs compliance testing for publicly traded companies. She began her career at PwC and has over 25 years of experience in audit and consulting services involving compliance audits, cost recovery audits, and audits of internal control environments. She is also the site manager on the Federal Transit Administration’s Financial Management Oversight reviews.
John Lotierzo, CPA
John is a senior manager at Holmes and has over 30 years of experience in the transit industry. He has also been involved in the Financial Management Oversight program since August 2022. He previously worked for the Delaware Port Authority as the Director of Finance in charge of accounting, payroll, budget, administration, and financial analysis. He also monitored compliance with the PATCO High-Speedline.
Maxine Marshall
Maxine is the Technical Project Manager, lead reviewer and trainer at Holmes and has over 40 years of experience in the transportation industry, including over 20 years as a consultant and project manager for projects with the Federal Transit Administration (FTA). She specializes in the areas of transit oversight and procurement. Maxine began her transit career in 1976 at MARTA in Atlanta. She has led consulting assignments at the MBTA in Boston, MTA in Baltimore and the MTA in Los Angeles. She is also a subject matter expert on enhanced review modules and numerous other compliance areas.
